共生型网络:跨域合作治理的新框架——基于亚洲区域合作视角

摘　　要：21世纪"复杂性社会"带来的挑战及全球化、区域化的发展潮流已经引发了区域民族国家之间尤其是存在地缘政治和同源文化关联的跨域行政主体之间普遍化的区域效应和复杂的公共管理问题。对于国际依赖与交往超过任何时代的新亚洲各国而言,其发展不仅取决于自身努力,而且愈来愈依赖于它与周遭国际区域环境的互动关联。区域经济合作和地区政府联盟态势的不断深化和拓展为亚洲区域公共治理架构起趋近成熟的合作格局,合作格局的深化对跨域各主体合作理念的选择和实践模式建构提出了现实要求。基于共生型网络框架同跨域公共行政主体间具有关联一致性的逻辑前提,将生物学种群生物进化的共生理论与公共管理的网络化治理相结合,通过解释亚洲区域公共行政联合体共生网络内涵特征及目标属性,阐释区域公共行政联合体与共生系统各要素之间的耦合机制和相互作用,分析共生型网络合作模式的构建思路,进而提出以"共生型网络"为核心概念的亚洲区域治理的新理论框架和新机制。The trend of globalization and regionalization,together with the challenge of'complex society'in twenty-first century sparked the regional effect of regional-nations,which lies between the geo-political associations and the cross-domain associations that are correlated with homologous culture,and set off complicated problems in public administration. As new Asian countries rely much on the international communications than before,the development of the Asian communities not only depends on themselves,but also depends on the interactive relationship that consists the ambient environments. The regional economic cooperation is deepening Asia public governance and setting up mature cooperation pattern. Then,this cooperation pattern also requires the construction of practice model and the selection of cooperating theory. The logical premise of this article is that Symbiotic network framework has logical associations with the cross-domain public administration entities. Combining the theory of network governance of public management with biological population evolution of symbiosis theory,this article has a joint and multiple theoretical bases. By interpreting the characteristics and target attributes of symbiosis network which lies in the Asian public administrative community,and by explaining the operation patterns of interaction and the couplings between the regional public administration association and the various elements of symbiosis,the purpose of this article is to put forward the logic model of the symbiotic network cooperation,to present the theoretical framework and to establish the symbiosis network governance path that contains the core concept of'symbiosis network'.
