摘 要:采用文献研究、比较研究以及案例研究等方法,探讨了我国公务员工资水平决定及其调整困境产生的根源,基于美国、日本、新加坡等国的相关经验,探索建立了符合中国国情的公务员与企业相当人员工资水平调查比较新机制,提出了基于人力资源管理、财务管理、行政办公等三大标杆职位族,建立我国公务员和企业相当人员工资调查比较的全新思路,并且讨论了把省会城市作为调查比较的基本单位以及从当地主导行业中选取企业样本等一些重要的技术问题。本研究对于实现我国公务员工资水平决定与调整的规范化和常态化,乃至对于我国公务员队伍的健康发展,都具有重要的理论和现实意义。由于难以在较大范围内取得公务员工资尤其是具有可比性的企业人员工资的真实数据,因此,尚无法较为全面考察本研究所提出的调查比较方案的现实可行性和准确性,而只能进行局部的验证。The objective of this paper is to explore the causes of the dilemma on decision and adjustment of civil servants' compensation level by China central government,and find out a possible way to take this kind of decision on a normal track. Literature review,comparative study and case study have been conducted in this public policy oriented study. The problems that China central government encountered when increasing the compensation of civil servants root in the fact that the compensation survey and comparison mechanism between government organizations and enterprises is absent. By exploring the similar public policies and practices adopted by the U.S.,Japan and Singapore etc.,this study found out that China need a unique way to deal with its own problem. The policy suggestion is that three job families,which are human resource management,financial management and administration that both exist in enterprises and government organizations,could be the anchors for compensation survey and comparison between two parts. It is also suggested that the capital city in each province should be taken as the basic unites for compensation survey and comparison,and the enterprise samples should be selected from the dominant industries in each capital city. Although some pilots test have been used,it is still not easy to verify the effectiveness of the mechanism this study proposed due to the problem of collecting enough high quality compensation data from both the government side and the enterprises side. This study tried its best to design a reasonable,practical and acceptable plan to solve the realistic problem concerning the decision and adjustment of China civil servants' compensation,and the China characteristics and operability of the policy proposal were especially emphasized. This paper not only explained the roots of debates about China civil servants' compensation level adjustment,but also brought out a totally new compensation survey and comparative mechanism for China civil servants for the first time.
