替代或互补:群体分异视角下新农保与农村家庭养老的互动机制——来自全国五省的农村调查数据

摘　　要：农村养老问题是人口老龄化加剧背景下亟待解决的问题。基于对我国5个省1600位农村居民的问卷调查,考察了以新农保为代表的农村社会养老的推行给农村家庭养老带来的变化。从群体分异视角出发运用有序Logistic回归模型,探讨了新农保的实施对适龄参保群体和应受益群体家庭养老的影响。研究发现:不同地区新农保参保和受益情况都存在显著差异;从适龄参保群体来看,与未参保者相比,参保者为自己父母提供经济支持和生活照料的频度更高;从应受益群体来看,已受益群体获得代际经济支持的频度明显小于未受益群体,新农保对农村家庭养老产生一定程度的替代。然而,家庭养老的部分功能如精神慰藉难以被社会养老替代,因此在积极鼓励农村居民参与新农保并逐步提高新农保待遇的同时,突出家庭养老的重要性,促进农村家庭养老和社会养老互补,有助于农村家庭养老与社会养老融合发展局面的形成。Rural pension problem is the problem need to be solved by the background of an aging population exacerbated. Based on a rural survey of 1600 residents from five provinces,it examine the changes which the new rural social endowment insurance implement as a representative of rural social endowment bring to rural family mutual insurance. Using ordinal Logistic regression models in the perspective of different groups to explore the impact of the new rural social endowment insurance for rural family mutual insurance. The study found:there are significant differences about the new rural social endowment insurance enrolment and benefit cases in different regions. Compared to non-insured,the insured person provide financial support and life care for their own parents more frequently,this is the result of joint action of zero-sum game mechanisms and resources constraint mechanisms;From the point of view of beneficiary group,the frequency of intergenerational economic support which benefited groups got are significantly less than non-benefited group,the new rural social endowment insurance have a certain degree of substitution for rural families rural family mutual insurance.However,some functions like family solace are difficult to be replaced by rural social insurance. Encouraging rural residents participate to the new rural social endowment insurance actively and improving the treatment of new rural social endowment insurance gradually,while highlight the importance of rural family mutual insurance. That is beneficial to promote the complement of rural family mutual insurance and the new rural social endowment insurance,and contribute to formation convergence situation of family pension and rural social pension.
