摘　　要：进入新世纪后,农村以税费改革为中心及其相关配套改革的推进和完善,使国家与农民之间的利益分配关系发生了由"取"向"予"的历史性转折,农村经济、政治与社会的转型由此加速,原有诸多体制安排已经逐渐逼近发生变迁的重要关口。必须进一步推进农村综合改革,促进形成城乡经济社会发展一体化的新格局。after entering the new century,as the center of rural tax reform is perfect,and the interest of country and farmer have make historical transition.We must further promote comprehensive rural reform,promote the formation of the urban and rural economic and social development of the integration of the new pattern.
