山东省外商直接投资的区域分异与演化特征

摘　　要：外商直接投资在山东省地区经济发展中具有重要的作用。采用热点分析、数据包络分析和演化树模型,分析2005—2013年山东省17个地市外商直接投资的区域分异及演化特征。结果表明:山东省外商直接投资的来源地主要集中在东亚、北美洲和欧洲中西部地区,英属维尔京群岛、新加坡的投资额度较高;按照类型划分,山东省外商直接投资的来源地可以分为社会联系密切的国家或地区、区位优势明显的国家、西方发达国家和离岸金融中心4类;山东省各地市外商直接投资的利用效率呈现沿海地区高于内陆地区的趋势,在规模效率、纯技术效率和技术效率上存在明显的市域差异;山东省17个地市按演化树模型分析结果可划分为第三产业显著的综合性城市,制造业显著的综合性城市,无主导产业的小型综合性城市,矿产资源型城市,制造业、建筑业、其他第三产业明显的中等综合性城市。根据各地市发展现状和演化特征,提出山东省吸引外商投资的发展策略。Foreign direct investment plays an important role in regional economic development of Shandong Province. Using hot spot analysis, data envelopment model and the evolution tree model to analyze regional differen- tiation and evolutive characteristics of 17 cities＇ FDI in Shandong Province from 2005 to 2013. Source countries and regions of FDI in Shandong Province mainly concentrated in East Asia, North America and Western Europe. The British Virgin Islands and Singapore accounted for a large share of investment. They can be divided into four categories which include countries and regions that tie closely with Shandong Province, nations with obvious loca- tion advantage, western countries and offshore financial center. The utilization efficiency of FDI in 17 cities is high- er in coastal than in inland. There are obvious difference in scale efficiency, pure technical efficiency and the tech- nical efficiency of different cities. According to the analysis results of evolution tree model, 17 cities of Shandong Province are divided into five categories which include comprehensive cities of significant tertiary-industry-oriented, integrated cities of significant manufacturing-focused, small integrated cities without leading industries, mineral re- source-based cities and moderate integrated cities of apparent manufacturing-focused, construction-focused and oth- er tertiary-industries-focused. According to the status analysis and the evolution characteristic of 17 cities in Shan- dong Province, development strategy to attract foreign investment are proposed.
