摘　　要：产业集聚的创新效应是空间经济学的重要命题,但是智慧城市在要素集聚的基础上渗透了新兴信息技术,使得创新效应倍增,这一判断尚未引起学界重视。从系统集成视角对智慧城市建设诱发技术创新的作用机制进行理论分析,然后选取2001—2013年的时间跨度,对杭州市智慧城市的技术创新效应进行实证分析。其结果表明,杭州市智慧城市的核心解释变量宽带网络接入户数、基础网络设施建设投资额、网络信息技术及互联网企业数对技术创新效应代表性指标科技经费内部支出、专利申请授权量以及新产品产值都具有正向促进作用。其中,基础网络设施建设投资额对科技经费内部支出及新产品产值的正向推动作用较大,网络信息技术及互联网企业数对专利申请授权量的正向推动作用较大。The innovation effect of industrial agglomeration is an important proposition of spatial economics,but on the basis of factor gathering,smart city permeates emerging information technology,which doubles the innovation effect,this judgment has not yet attracted the attention of the educational circles. From the perspective of system integration,the author analyzes theoretically mechanism of technological innovation in the smart city construction, and makes empirical analysis of the technological innovation effect of smart city in Hangzhou from 2001 to 2013. Its results show that the core explanation variables of the wisdom of the city of Hangzhou,such as broadband network access,based network infrastructure construction investment,network of information technology and Internet companies number to represent the effect of technology innovation index of internal expenditures on scientific and patent application authorization quantity and output value of new products,have positive promoting effect. In which,construction investment in infrastructure network has greater positive promoting effect on internal expenditure on science and technology funds and new product output value, and network information technology and internet companies have greater positive promoting effect on patent application and authorization.
