端正发展指导思想突破名城保护困境--从古城“拆旧建新”现象说起

摘　　要：做好历史文化名城保护工作,同样需要认识、尊重、顺应城市发展规律,端正工作的指导思想。从"拆旧建新"现象入手,对遗产保护、文脉延续、功能运转、舆论引导四个方面分析了"拆旧建新"的大规模复古行为对我国历史文化保护的负面影响。我国历史文化名城保护在理论层面、管理层面、技术层面都存在一些困境,需要辨析和廓清造成困境的若干认识偏差。历史文化名城保护是城市工作的重要组成部分,应充分抓住十八大以来中央城镇化工作会议和中央城市工作会议的契机,以正确的指导思想,在当前错综复杂的形势下,突破名城保护面临的困境,从理论研究、技术体系、监督机制、民生改善、公众意识等方面系统探索我国历史文化名城保护发展的新路径。Correct guiding ideology, together with the understanding, respect and compliance to the natural laws of urban development are all needed in historic city＇s conservation. This article looks through the phenomenon of ＂demolition and reconstruction＂, analyzes the negative effect that the prevailing reconstruction of pseudoclassic buildings would lay on China＇s historic preservation, from the aspects of heritage preservation, context continuity, functional operation and public opinion guidance. This article puts forward that, China＇s historic city＇s conservation is facing obstacles in the fields of theory, management and techniques, and points out that we should carefully examine the current understandings which may lead to the difficult situation facing historic conservation. Historic city conservation has always been an important part of urban affairs. Since the 18 th National Congress, the Central Urbanization Conference and the Central Urban Work Conference have been successfully held. We should seize the strategic opportunity for historic conservation, equip ourselves with the correct guiding ideology, systematically explore the new path for China＇s historic city conservation and development from the aspects of theoretical research, technical system, supervisory mechanism, people＇s wellbeing and public awareness. In this way, we can break through the current dilemma.
