摘　　要：建立了由创新资源、创新投入、创新产业、创新产出和创新绩效5个一级指标和20个二级指标组成的城市创新国际评价指标体系,20个二级指标都设定了标准监测值。选择了圣何塞、圣迭戈、奥斯汀、慕尼黑、不来梅、赫尔辛基、大阪、爱知、静冈、滋贺、蔚山、大田、新加坡和新竹等共14个城市和地区作为青岛科技创新的国际对标城市。搜集了青岛和14个对标城市2007至2012年的各指标数据,进行了青岛与14个对标城市科技创新国际指数横向比较分析,找出了青岛与国际对标城市的差距,并对未来发展进行了展望。An international city innovation elevation index was established,which was composed of 5level one indicators which were innovation resource,innovation expenditure,innovation industry,innovation output and innovation performance separately and 20 level two indicators with standard values.14 cities or region such as San Jose,San Diego,Austin,Munich,Bremen,Helsinki,Osaka,Aichi,Shizuoka,Shiga,Ulsan,Daejeon,Singapore and Hsinchu were selected.Indicator data of 14 cities from 2007 to 2012were collected,and analyzed with Qingdao in order to find difference.At last,future development was also discussed.
