摘　　要：首先系统梳理公路建设项目法人责任制的历史沿革和实施现状,然后全面分析公路建设项目法人责任制存在的主要问题,并剖析问题产生的原因。最后提出公路建设项目应全面实行项目法人责任制,同时针对存在的问题,提出包括进一步明确项目法人的内涵,对非经营性公路建设项目的项目法人进行分类,严格项目法人的资格管理,建立对项目法人的监督约束机制等完善项目法人责任制的建议。The paper summarizes the historical evolution and implementation of highway construction project entity responsibility system. Then,analyzes the problems existed in project entity responsibility system,and the cause of problems formation. Last,proposes the conclusion of fully implementing project entity responsibility system in all highway construction projects,at the same time presents some advices to solve the existing problems,including making clear definition of project entity responsibility system,classifying the properties of project entity in non-operation project,giving strict management on project entity＇s qualifications,building supervision and system to constrain project entity＇s behavior.
