摘　　要：从环境、政策和评价体系等方面分析开放获取的现状和发展趋势,探讨基于数据的科学研究第四范式对数字馆藏发展政策的影响,提出面向开放知识环境的数字馆藏发展核心政策和保障政策。The article analyses the open access development status based on the facts of open access resources, government open access policies and open access review systems. It discusses that the forth paradigm of science study has influence over the digital collection development policy. It also proposes the core polices and guaranty policies of the digital collection development policy to open knowledge oriented environment.
