农业服务规模化推动农业现代化的理论与实践研究——以山东省供销社系统为例

摘　　要：随着工业化、城镇化进程不断加快,农业领域发生了新的变化,大量农村劳动力向城镇转移,农业生产成本逐步攀升,农业产出效益不断下降。同时,新型农业经营主体不断涌现,农业生产环节服务需求上升。从根本上来说,当前要使农业生产力和生产关系相适应,就必须用新的生产关系和先进的生产力相匹配,通过开展农业服务规模化推进农业现代化发展。文章以山东省供销社系统开展农业生产全程社会化服务机制创新为例,系统总结了其创新做法,培育经营服务主体,开展土地托管服务,建设为农服务中心,建立为农服务协同体系,探索以服务规模化推动农业现代化的新路子。最后,提出应处理好公益性与经营性的关系、服务平台布局与功能的关系、供销社系统与涉农部门的关系、服务主体与基层组织的关系,助推农业服务规模化健康持续发展,加快现代农业发展步伐。With the rapid development of industrialization and urbanization, new changes have occurred in the agricultural field, a large number of rural labor transfer to urban areas, agricultural production costs are gradually rising, agricultural output efficiency is declining. At the same time, the main body of new agricultural management is emerging, the service demand of agricultural production link rises. Fundamentally speaking, the current agricultural productivity and production relations to adapt to the new production relations must be used to match the new production relations and advanced productivity, through the scale of agricultural services to promote the development of agricultural modernization. In this paper, the system of supply and marketing cooperatives in Shandong province to carry out agricultural production process of social service mechanism innovation as an example, the system summed up its innovative practices, foster business services, to carry out land hosting services, construction of Agricultural Service Center, the establishment of a cooperative system for agricultural services, to explore new ways to promote agricultural modernization. At the end of the paper, should deal with the relationship between the public and business, the layout and function of the service platform, the system of supply and marketing cooperatives and agriculture related departments, service object and grassroots organizations, boost agricultural service scale sustained and healthy development, accelerate the step of modern agricultural development in cutting.
