摘　　要：编制外职员是大学图书馆的重要力量,应该受到应有的尊重与培养。以三峡大学图书馆编制外职员在竞争基层业务领导、服务明星等过程中获胜的情况为例,论述了编制外职员具有竞争力的原因。The unregistered staffs are the important force of university library,should pay due respect and cultivation to them. Taking the situation that the unregistered staffs of the library of China Three Gorges University win the position of the service leaders at the grass-roots level, and the title of service star, etc. through competition as an example, this paper discusses the reasons why the unregistered staffs possess the competitive capacity.
