摘  要:天文学家说在银河系中可能有多达400亿个适于居住的行星,因此我们深信宇宙中的许多地方存在智能生命。外星文明探索是我们现在的研究课题,它对人类极为重要。过去的信号辐射早已暴露了地球人类的存在,但我们并不能断定外星人一定是友好的,急于建立联系和欢迎来访就可能有危险;必须牢记他们与我们非常不同。考虑到世界上已发生的情况,我们提出一些建议。当务之急是召开国际会议,以便统一认识和建立规则。中国是联合国安全理事会常任理事国之一,而且已是航天大国,应当也可以发挥作用。向外星移民问题也应讨论,因为在未来地球无法满足过量人口的需求。但向外星移民的困难非常大,因此当前必须努力保护地球环境及控制人口增长。现在把太阳系内飞行称为航天,系外飞行称为宇航。估计本世纪将有第一批宇航员飞出太阳系并安全返回,而飞出太阳系是人类的伟大理想。必须加大航行速度,应达到光速,可能的话应为超光速。然而现时的超光速研究仍处在原理探索阶段,讨论它与宇航的关系是困难的。目前火箭速度远低于光速,超快飞船的建造还是将来的事。从原则上讲,我们可以前往别的太阳系,但必须有全新的火箭设计理念才能到达该处。例如,物理学家建议改变飞船附近的空间特性以实现超光速飞行。2012年美国《时代》周刊已报道说:"美国航天局(NASA)已着手研究超光速曲相推进",这就表明NASA认可超光速宇航这件事。目前的地外文明探索早已发现像Gliese-581g这样好的宜居星球,它距地球20.5ly。只有实现超光速航行,人类才有可能到达那里。未来的宇航需要新的概念和新的创意。The recent announcement by astronomers that there could be as many as 400 billion habitable planets in the galaxy. Then, in the universe elsewhere there is intelligent life, we are confident about that. Our current research topic is "Search for Extra-Terrestrial Intelligence" (SETI), the matter is of great importance to mankind. In the past, signal radiation to be exposed the human exists in the earth. But we can't decide that the aliens are envoy of friendship, establish contacts and accommodate guests are not the pressing task, because that looks dangerous. We must always bear in mind that they are very different with us. In view of the mentioned facts in the world, we wish to make the following proposals. The most important matter is convene an international conference, for seek unity and establish rules of action. PR.C is one of permanent member of the UN Security Council, also already the great nation of space-fly, so we are doing make the most effect, there should be no problem. The question of many people migrate from earth to other planet also should be discussion, because in future the earth can't satisfied the ever growing requirement of too much populations. But, it is a very difficult task in getting more people to other planet, so we must protect the environment of earth and control population growth. Now, a flight within the solar system is called space-flight and beyond the solar system is astronautic. In this century the first astronauts will travel beyond the solar system and come back safely. To fly out of the solar system has long been the ambition of mankind. As a consequence, the speed of travel should be increased to the magnitude of the speed of light or, if possible, faster than speed of light. But, the research of superluminal is in the principle investigation phase, so it is difficult to discuss the relationship with astronautics at moment. In present, the speed of missile is very low compared to light speed c, the construction of extra-high velocity space-ship may be works
