摘　　要：价格机制是市场机制的核心,运价机制直接关系到高速铁路的长期健康发展。本文结合我国价格机制市场化改革背景,讨论了高速铁路运价市场化改革的必要性和紧迫性,分析了我国铁路客运的比价关系和价格水平,深入探讨了高速铁路的竞争能力。然后就竞争性领域界定、平衡经营性和民生诉求、结合网运体制改革、保证盈利发展方面提出了一系列建议。Price mechanism is the core of market mechanism. Price mechanism concerns the high-speed railway growing healthily in the long term. Based on the background of market-oriented reform of price mechanism in China, the paper discussed the necessity and urgency of the market-oriented reform of high-speed railway tariff, analyzed the the railway price relation and passenger service, and evaluated high-speed competitive power. At last, it is suggested on the definition of competitive domain, balancing the commerce and commonweal, structural reforms of the network and transportation and profit making.
