新形势下我国城市水污染防治的思考

摘　　要：城市人口集中,与人民群众生活息息相关的城市黑臭水体普遍存在,城市水污染已成为社会关注的焦点,也是全面建成小康社会的关键。回顾城市水污染防治的发展历程,并分析当前面临的新形势,深刻认识城市水污染的成因,提出了城市水污染"保,节、治,引,管,用,督、考"的八字防治途径,为城市水环境质量改善提供参考。Nowadays in cities, population is dense and black odorous rivers which are closely related to the public life exist commonly. Consequently, urban water pollution has become a hottest issue with public concern as well as a key point for overall construction of a well-off society. In this paper, the development course of urban water pollution control is reviewed and the new situation faced now is analyzed. The causes of urban water pollution are understood profoundly. Then, eight measures of water pollution prevention and control concerning water safety guarantee, water conservation, wastewater treatment, diversion, management and operation, reuse, supervision and assessment are proposed, providing reference for quality improvement of urban water environment.
