国家卫生城市综合评价指标体系研究

摘　　要：目的建立一套能较好反映国家卫生城市创建前后城市变化的评价指标体系。方法采用德尔菲法,根据各项指标重要性的得分均值筛选指标,并采用平均值法确定权重。结果第一轮咨询的专家积极系数为90.00%,专家权威程度为0.78;第二轮专家咨询的协调系数为0.51(P≤0.01),提示专家评估意见协调性较好。经过两轮咨询从102个指标中筛选出85个指标,指标重要性均在6分以上,最终确定一级指标5个、二级指标22个和三级指标85个的评价指标体系。其中权重指数较高的三级指标有集中式饮用水水源地水质达标率、区域环境噪声平均值、爱卫办年办公经费、创卫专项经费、群众对城市卫生状况满意度、全年空气AQI(或原API)指数≤100的天数和大气PM2.5日平均值。结论本研究建立的国家卫生城市创建评价指标体系可用于评估各城市卫生创建前后在人群健康、市容市貌、环境卫生、经济发展和城市卫生基础设施建设投入等各方面变化。Objective To construct a scientific and reasonable evaluation index system for the national health city. Methods A two -round Delphi consultation method was used.Results The positive coefficient of the first round of consultation of the expert was 90%,and the index system of the authority coefficient was 0.78.A total of 85 index were selected and eventually evaluation system including 5 first level indicators,22 second level indicators and 85 third level indicators were developed.The third level indicators with high weight included compliance rate of centralized drinking water source water quality,average level of regional environmental noise,office expenses,and mass satisfaction.Conclusion The structure of the evaluation index system is reasonable and targeted,and could be used to evaluate the changes of public health,appearance of city,environmental sanitation,economic development and construction investment.
