摘 要:固体非能源矿产是不可再生资源,为促进矿产资源可持续发展,我国亟待出台固体非能源矿产开采回采率评价标准。以充分利用开采区域内的矿产资源为出发点,矿山企业为基本评价单位,开采回采率评价工作可操作性为根本原则,通过着重考虑露天、地下、露天-地下联合等3种开采方式的技术特点与开采回采率评价工作要求,统计分析教材、手册、规范、国土资源部相关文件等资料,结合笔者提出的"年限评价开采回采率"定义,综合制定出不同开采方式下我国固体非能源矿产开采回采率评价标准。研究成果可为我国固体非能源矿产资源的开发利用规范化与宏观调控提供科学依据。Solid non-energy mineral resources are non-renewable resources,it is urgent to carry out the mining recovery evaluation criteria of non-energy mineral resources in china,in order to promote the sustainable development of mineral resources.Taking the optimum use of mineral resources in mining area as fundamental principle,mining recovery evaluation maneuverability as starting point,mining enterprises as the basic evaluation units,focus on considering technical features and evaluation requirements of the three mining methods of open-pit mining,underground mining,combined open-pit and underground mining,combing with the definition of "Year evaluation mining recovery"which proposed by the author,mining recovery evaluation criteria of solid non-energy mineral resources in china under different mining methods are comprehensively formulated,through the statistical analysis of teaching materials,manuals,standards,documents of Ministry of Land and Resources et al.The research results can provide a viable basis for the standardized development and utilization macro-management of solid non-energy mineral resources in china.
