外部专家学者在群体性事件解决中的作用与机制研究

摘　　要：近年来,我国群体性事件的发生呈现愈演愈烈的态势,对群体性事件的治理刻不容缓。基于25个典型案例的数据分析,本研究有三个主要发现。第一,外部专家学者对群体性事件的治理与解决有重要影响。第二,群体性事件的自身特征也影响了外部专家学者在群体性事件解决中的参与,专家学者在利益诉求型、网络、城市、社区、环境污染等群体性事件中的参与较高。第三,外部专家学者要成功促进群体性事件的解决与治理,需满足7个基本要素:具有良好的专业知识和个人素质;促进群体性事件中对立双方的信息沟通;保证及时的信息反馈;提供理性的组织行动策略;在对立双方谈判时,提供专业真实的谈判依据;和内部学者形成良好的互动;获得一定的其他社会主体的支持。本文的研究为群体性事件的解决和增进专家学者在社会治理中的作用提供了理论和经验支持,可供理论研究者和实际工作者参考。More and more mass disturbances or conflicts occurred in China in recent years,and the situation allows of no delay.Based on a comparative study of twenty five typical cases,the study had three major findings.（1）External scholars significantly influenced the resolution and governance of modern mass disturbances or conflicts.（2）The characteristics of mass disturbances or conflicts also had effects on the participation of experts and scholars in the resolution of mass disturbances or conflicts,and experts and scholars often had high participation in interest protection,network,rural,community,and environmental mass disturbances or conflicts.（3）Scholars who participated in successful resolution of mass disturbances or conflicts often shared seven major key characteristics：a）high professional knowledge and personal qualities;b）promoting the communication between opposing parties in the conflict;c）timely information feedback;d）providing rational strategies for organizational actions;e）providing professional and tangible evidence for the negotiation of opposing parties;f）good interactions with internal scholars;g）having sufficient support from other social actors.This study provides a theoretical and empirical support for studying mass disturbances or conflicts and the role of experts and scholars in social governance and can be a reference for both researchers and practitioners.
