摘　　要：马格里布移民的复杂性在于它的双重流向:一方面是马格里布国家向欧洲国家的移民,另一方面是撒哈拉以南非洲国家向马格里布国家的移民。因此,马格里布移民问题与地中海北岸的欧洲和撒哈拉以南的非洲联系密切,是一个超越国界和洲际的全球性问题。马格里布移民问题的形成有其特殊的历史和现实原因。移民对马格里布国家的影响具有双重性。欧洲国家和马格里布国家采取了多种措施,努力消除移民问题带来的消极影响。鉴于马格里布移民问题的复杂性,迫切需要各利益攸关方展开多层次、多方位的合作,制定超越国家的区域性和全球性治理方案。The complexity of the migration issue of Maghreb lies in its dual flow, which is the Maghreb emigration to the European countries on the one hand, and the sub -Saharan African immigration to the Maghreb countries one the other. The migration issue of Maghrebis linked closely with Europe to the north of the Mediterranean and the Sahara to the south. It is a global issue beyond national and continental borders. The formation of this issue has its special historical and realistic factors. The migration has a dual impact on the development of the Maghreb countries. Both of the European and the Maghreb countries have taken a variety of measures to eliminate migration＇ s negative effects. Given the complexity of the migration issue of Maghreb, it requires urgently all parties concerned, by a multi - level and multi -aspect cooperation, to make a regional and global governance scheme beyond the nation- state boundaries.
