内蒙古科技创新效率研究——以科技园区为研究对象

摘　　要：采用DEA的计量方法对全国27个省市自治区科技园区的科技创新效率进行分析。实证结果表明:内蒙古科技园区科技创新效率在全国范围内较为领先,但在西部省区的比较当中并不占据优势。同时,本文指出内蒙古科技园区目前在财政投入、企业自身以及科技金融方面存在制约因素,并提出了建立健全内蒙古科技金融体系、科技服务体系以及科技人才培养等建议。By means of the measurement method of DEA, and based on the analysis of scientific and technolog- ical innovation efficiency of science and technological parks located in 27 provinces, cities and autonomous regions of the whole country, this study reveals that the efficiency of technological innovation of Inner Mongolia science and technology park is in the leading position in the country, but does not have an advantage compared with western provinces in China. At the same time, this paper points out that Inner Mongolia science and technology park is cur- rently restricted by such factors as financial investment,enterprise development and finance of scientific technology for which the paper finally puts forward to establish a complete and healthy financial system, a scientific service system and a technical personnel training program in Inner Mongolia.
