摘  要:国有企业改革是我国经济社会长期面临的重大课题之一。随着经济全球化及我国社会主义市场化改革的不断深化,国有企业资本运行效率偏低、产权不明晰、监管不健全等问题严重制约国企竞争力。为此,2014年国务院国资委在中央企业推出了"四项改革"试点,即改组国有资本投资运营公司改革试点,发展混合所有制经济改革试点,董事会行使高级管理人员选聘、考核、薪酬管理职权试点和派驻纪检组试点。本文系统阐述了前三项改革,分析了三者之间的内在关系,提出"三项改革"本质上是对生产关系的变革,是一个整体,并且相互作用,必须统筹布局,才能更好地推动国有企业改革,并以大型央企—神华集团公司为例,提出了"三项改革"的推进建议。The state-owned enterprises(SOEs) reform is one of the key issues faced China's economic and social. With the further development of economic globalization and the socialist market reform of China, the problems exists in SOEs, such as low efficiency, ambiguous property rights, lack of regulatory, seriously limited thecompetitiveness of SOEs. Therefore, the State-owned Assets Supervision and Administration Commission of theState Council(SASAC) implemented four pilot reforms, which are restructuring of state-owned capital investment and operation company pilot reform, development of mixed-ownership economy pilot reform, the board ofdirectors to exercise senior management personnel selection, performance appraisal and compensation management powers pilot, and stationed in the discipline inspection group pilot. In the paper, the first three reformsare systematically expounded; the internal relations are overall and interactional. We must have an integralplanning; taken Shenhua Group is as an example, and put forward promotion suggestions of Three Reforms.
