摘　　要：农地流转是农业国家和经济落后地区实现工业化和经济起飞的前提条件。陕西农地流转关系着"三个陕西"建设和全面建成小康社会目标的实现。文章在分析陕西农民农地流转消极意愿成因的基础上,提出加快农地确权,规范收益分配,调动农民土地流转热情;扩大参与意识,转变传统观念,加快陕西农地流转步伐;健全交易平台,完善交易程序,沟通供需双方意愿需求;恪守流转原则,坚持农地性质,确保农地用途和粮食增产等相应对策。Farmland transfer is the basic condition of industrialization and economic take-off in an agricultural country and economically less-developed areas. The farmland conversion in Shaanxi Province is closely to the realization of the goal of the ＂three＂ Shaanxi construction as well as building a well-off society in an all-round way. Based on the analysis of the farmers in Shaanxi being negative attitude towards land circulation, this essay proposes the following countermeasures： To speed up farmland counterpoising truly, regulate the income distribution, and mobilize the farmers＇ enthusiasm for land circulation; To expand the consciousness of participation, change the traditional ideas, and quicken the steps of Shaanxi rural land circulation; To improve the trading platform, improve transaction procedures, and communicate between supply and demand about the will and requirement on both sides; To abide by the circulation principles, adhere to the farmland property, and ensure agricultural land use and grain production, etc.
