摘　　要：基于分析军用卫星通信系统的特点及其承担的军事信息保障任务,构建了军用卫星通信系统效能评估指标体系。提出了一种属性值为双犹豫模糊数、属性权重通过几何平均和最小方差得到的群体评估方法,并用实例进行了验证。Based on analyzing the characteristics and missions of military satellite communication system,this paper built up the effectiveness evaluation index system of military satellite communication system.An evaluation method was introduced which the attributes being presented by hesitant fuzzy information and the weights being obtained by the concept of geometric mean and least-square.Finally,apractical example was given to prove the exactitude and practicability of the method.
