政府购买孤残儿童社会工作服务的成效分析与优化策略

摘　　要：政府购买孤残儿童社会工作服务在儿童福利机构内快速发展,对其成效进行评估和研究成为当前重要而紧迫的任务。对Q市儿童福利院内社会工作服务项目进行的相关评估分析表明,目前的服务推动了社会工作专业发展,对于孤残儿童及其照顾者、儿童福利机构、社会工作服务机构、政府职能部门以及高校社会工作专业教育的发展都产生了一定的影响。社会工作服务的独立性与专业性、社会工作服务机构的专业服务能力以及社会地位、政府的投入与支持等都会影响到政府购买社会工作服务的成效,未来也应通过相关主体在政府购买服务各个环节中的优化来提升服务的成效。Government purchasing social work service for disabled orphans in Children Welfare Institute has developed rapidly. The evaluation and research of its effects have become an important and urgent task. Through the evaluation and analysis of social work project in Children＇s Welfare Institute of Q City, we can find that current service had promoted the development of professional social work, broadened the service fields in the Institute, and brought effects or changes for the disabled orphans and caregivers, the institute, social work agencies, government and professional education of social work. The independence of social work service and its professional, social status, government investment and support and etc. will affect the effects of the government purchasing social work services. In the future, some measures should be taken to improve the effects of the service.
