摘 要:智能配电网(smart distribution network,SDN)是未来配电系统发展的重要方向,如何对其环境效益进行科学评估是SDN规划决策中面临的一项重要问题。为此,提出了一种针对SDN环境效益的综合评估模型。首先,通过深入分析SDN清洁性的形成机理,基于全生命周期理论,提炼并设计了涵盖能源消耗、污染排放、资源利用及生态协调等4方面在内的SDN环境效益评估指标体系,其中特别计及了SDN因促进电能替代及资源节约而间接产生的环境贡献。在此基础上,根据环境评价特点,进一步提出了均衡-主成分二阶段组合评价模型。其中,第1阶段运用多属性均衡分析对规划方案进行初筛,通过设计基于标准化相对距离模型的显著性判据,实现对方案之间支配关系的定量辨别;第2阶段通过构建主成分因子,在去除数据相关性影响的条件下,对方案环境效益的综合评价。算例应用表明,所提模型无需依赖评价者的主观经验,能够在最大降低总体计算工作量的前提下实现对SDN综合环境效益的高效客观评估。相关结果可为电网企业完善SDN建设规划和趋优运营提供有益参考。Smart distribution network(SDN) is an important trend for development of distribution systems,and how to quantify its environmental benefits is a critical issue for SDN planning. This paper proposes a new evaluation framework for this purpose. First, through an in-depth analysis on formation mechanism concerning environment-friendliness of SDN, acomprehensive index system is constructed based on life-cycle theory, mainly including energy consumption, pollution emission, resource utilization and ecological coordination. Thereinto, indirect benefits caused by renewable energy exploitation and resource conservation are especially considered. On this basis, a two-stage combination evaluation method based on tradeoff and principal component analysis is developed. For the first stage, a preliminary screening is conducted using multiple-attribute tradeoff analysis. Dominant relations between planning schemes are identified with a significance criterion based on relative distances. For the second stage, environment benefits of planning schemes are evaluated via developed principal component factors. Numerical results show that the proposed method does not rely on experiences of planners, and is effective to indicate SDN environmental benefits while minimizing total computational burden. Evaluation results can be used as guidance for utilities to achieve SDN optimal planning and operation.
