体育公共服务,还是公共体育服务——概念间关系的梳理与辨析

摘　　要：基于概念的特殊重要性,学术史上关于概念的争论屡见不鲜。运用文献法,在描述了"体育公共服务"与"公共体育服务"两个概念应用的起始时间、立论依据、争论与辨析的基础上,剖析了其共同点与差异点,并从"公共服务"划分中得到的启示、公共体育作为公共体育服务的上位概念难以成立、二者在现实点上的关系等9个方面略抒己见,其核心观点是:现实点上"体育公共服务"和"公共体育服务"是作为不同语词所表达的同一概念,不存在孰是孰非、谁正确谁不正确的问题,但哪一个语词更规范,有待进一步商榷。目前,"体育公共服务"与"公共体育服务"并行不悖地出现,反映了学者们在对"两个概念"做出一种潜意识判断后的选择性倾向和语言支配习惯,本文就倾向于使用"体育公共服务"。Because of the special importance of a concept,it is common that the controversies about concepts happened in scholarly history. By using the method of literature review,this paper analyzed the similarities and differences between the two concepts： Sport Public Service and Public Sport Service. Ten aspects around the concepts were further concluded from the classification of Public Service. It included that it was hard to set up the concept of Public Sport as the upper concept of Public Sport Service; it also discussed the relationship at the point of the reality. The key opinion in this paper was that the two concepts-Sport Public Service or Public Sport Service were,at the point of the reality,the same concept expressed with different words,so it didn＇t exist such a question like who right was and who wrong was. However,it needs more discussion about which kind of word-usage of the concepts was more standard. At present,these two usages of expression were applied in parallel. It reveals different subconscious judgments after their selective tendencies and dominant language habits towards the＂two concepts＂among different scholars. For example,this paper tends to choose＂Sport Public Service＂in this paper.
