摘　　要：全面深化体育改革需要科学的顶层设计。体育改革顶层设计的核心包括改革方向、改革目标、改革关键环节、改革突破口以及具体实施改革的路线图等。改革方向应坚持以市场经济为导向,形成政府、市场、社会相结合的体育事业发展方式。改革目标的实现要通过体制改革和机制转换构建完善的现代体育治理体系,提升治理能力来完成。改革的关键环节是转变政府体育管理职能,处理好政府与市场、社会三者之间的关系,以培育和发展体育社会组织为突破口,推动上述诸方面的改革。The core of top level design includes reform direction,reform goal,key part of reform,breakthrough of reform and reform application route.The reform direction should be guided by the market economy and the reform should adopt the development model featured with integration of government,market and society.The reform goal is to improve the modern sports treatment system through transforming the system reform and mechanism transformation and improve the treatment ability.The key part of reform is to transform the sports management function of the government and deal well with the relation among government,market and society and cultivate and develop the social sports organizations.
