生态文明视角下的产业升级最优路径模型——来自上海市的证据

摘　　要：生态文明是区域发展的重要目标之一,而生态文明政策也会影响区域的产业升级路径。文章将生态文明纳入产业升级模型,构建了产业升级最优路径模型,利用上海市1995-2013年的数据计算了三次产业各自的最优增长率,并与实际增长率进行对比分析,结果发现:首先,生态文明能够对区域产业升级路径产生显著影响,并且不会妨碍第二产业的发展;其次,上海市第二产业生产仍然具有明显的外部性,因而发展速度过快,需要进一步加强生态文明建设;最后,第一产业增长率超过了最优增长率,第三产业则相反,但二者都具有较好的稳健性。文章提出上海市应加强生态文明保护以规范第二产业发展,降低融资帮助第三产业发展等政策建议。Ecological Civilization is one of the most important targets in regional development, so the policies about ecological civilization can influence industrial upgrading paths in a specific district. Ecological civilization has been brought into industrial upgrading model and constructed the optimal path model of industrial upgrading. According to the data from 1995 to 2013 in Shanghai, the optimal growth rates of three industries are calculated respectively, and compared with the real growth rates. There are three results from the data. Firstly, ecological civilization can influence regional industrial upgrading path evidently, but will not hinder the development of the second industry. Secondly, the production of second industry in Shanghai contains obvious externality, so it is necessary to strengthen ecological civilization under the high-speed development. Thirdly, the real growth rate of the first industry is faster than the optimal growth rate, but it is opposite to the third industry, while both industries keep good stability. There are some advices providing in the paper to strengthen ecological civilization protection, in order to regulate the development of the second industry, and to reduce the cost of financing for the development of the third industry.
