民勤县农民对石羊河流域节水政策及节水效果认知

摘　　要：文中问卷调查了民勤县农民对当地水资源的认知,对强制性节水政策的态度及政策效果认知,农业灌溉节水知识的增加和滴灌设施使用情况,及节水政策对家庭农业生产的影响等,共完成问卷302份。研究表明:虽然大部分受访者认识到石羊河流域水资源非常短缺,但不愿意为节水做出牺牲,不支持强制性节水政策;受访者对关井压田和水票制的节水效果认可度较高,对水价上涨节水效果的认可度较低;过去十年受访者所获得的节水灌溉知识较少,而大部分滴灌设施没有被使用;相较节水政策实施前,家庭农作物种植面积、单位面积农作物年灌溉量减少了,小麦种植户大幅度减少了。文章最后提出了政策建议。Since 2006, policies have been fulfilled to manage Shiyang River basin. 302 questionnaires were completed by randomly selected peasants in Minqin County to show their perceptions of local water resources, their support for compulsory water conservation policies and perceptions of the effects of these policies, their in- cremental water conservation policies in the past ten years and the use of drip irrigation facilities, and the influ- ences of water conservation policies on household agricultural production. It was found that although most of the investigated peasants admitted that Shiyang River basin was scarce in water resources, they did not tend to make sacrifice to support compulsory water conservation policies; most of the investigated peasants believed that the policy of closing wells and reducing farmland, and quota management are helpful for water conservation, while less than half of them believed that higher water prices could reach this goal; incremental water conservation knowledge of the investigated peasants in the past ten years was limited, and most of drip irrigation facilities were not in use ; in comparison with those in 2005, the household arable land and irrigation water quota in 2014 re- duced, and land planting wheat reduced greatly. Finally, policy implications were discussed.
