济南市“十二五”期间污染减排形势及对策

摘　　要：分析了"十二五"期间济南市污染物总量减排工作面临的污染物存量大、新增量迅速增长、工作制约因素多等不利形势。数据表明,到2014年,济南市已提前一年完成"十二五"主要污染物削减目标。同时也指出济南市污染减排存在着工作不均衡,尤其是农业源减排进展缓慢的问题。因此,从建立工作协调机制、强化保障措施、消化新增量、产业升级改造等方面提出了深入减排工作的对策。Some severe problems faced by the emission reduction during the 12 th Five-year Plan in Jinan city were analyzed, including the large storage of pollutants, the rapid growth of new increment and the constraints of working. Data showed that Jinan city achieved the reducing aims up to a year in advance. But it was found that some work progressed slowly, especially the emission reduction of agricultural pollutant sources. Therefore some countermeasures on further emission reduction were proposed in terms of establishing a working coordination mechanism,strengthening guarantee measures, offsetting new increments of pollutants, upgrading the industrial structure and so on.
