摘　　要：转基因食品安全风险的不确定性和复杂性增加了政府监管的难度,需要引入公众参与机制以增强决策的科学性和监管的实施效果。我国公众参与转基因食品安全监管仍存在诸多制约因素,须从完善法律保障体系、拓宽公众参与渠道、提高公众参与的组织化程度、培育公众参与意识及能力等方面构建和完善此公众参与机制。The uncertainty and complexity of GMF safety risk have b rought increasing difficulty to governmental regulation, and thus it is necessary to introduce public participation to enhance the rationality of decision and the effect of regulation. There are still several obstacles in GMF safety regulation in our country. Therefore, the public participation mechanism of GMF safety regulation should be improved through completing legal system, broadening channels, establishing public organization and cultivating public awareness and ability of public participation.
