摘　　要：农业保险是国际上用于扶持农业的通行做法,我国也日益重视其在农业发展中的作用。文章从理论与实际操作角度研究了黑龙江垦区基层农业相互保险发展情况。以阳光农业相互保险公司为例,文章探析了其现状和运行中宏观和微观方面存在的8个问题及原因。并从加快立法保障、从严监管、落实政府扶持和建立保险服务体系提出相应对策。对建立和完善黑龙江垦区农业相互制保险具有积极的指导作用,为黑龙江省今后大规模推行农业相互制保险提供示范作用。Agricuhural insurance is a common practice of supporting agriculture. Our country put more emphasis on the role of agriculture development.The development of grass-roots level agricultural mutual insurance was studied in Heilongjiang province from the perspective of theory and practice. Taking sunlight agricultural mutual insurance company as a case, the article analyzed 8 problems and reasons in service from the macroscopic and microscopic aspects,then put forward some countermeasures from accelerating security legislate,supervising strictly,implementing government support and setting up insurance service system. It played an active and instructive role in building and completing the grass-roots level agricultural mutual insurance in Heilongjiang province, and it provided a good demonstration for implementing agricultural mutual insurance in Heilongjiang province on a large scale.
