高校服务地方推动创新驱动发展研究——以南充市为例

摘　　要：针对南充科技创新驱动力不足,科研成果转化缓慢的现象,通过对南充市与深圳市两市的创新驱动政策、措施、具体实施情况等方面进行分析对比,得出南充高校服务地方创新驱动发展存在创新驱动积极性较低、政府与高校合作的项目少落实困难、科技创新中介服务机构不健全、高层次人才相对较少科研服务能力有待加强等问题并提出制定充分调动科研创新积极性的政策、紧密高校与政府之间的联系、大力推进科技中介机构建设,积极引进高层次人才等对策。Aiming at the lack of driving force of Nanchong City＇s science and technology innovation and the slow transformation of scientific research achievements, through the comparative analysis of innovation driving policy, measures, implementation of Nanchong City and Shenzhen City, this paper gets the conclusion that there exist problems in innovation driving development of universities＇service for local areas in Nanehong City such as low enthusiasm, difficult implementation of cooperation projects between government and universities, imperfect intermediary service organization of science and technology innovation, lack of high - level talents. Moreover, this paper proposes countermeasures such as making policy which can fully mobilize the enthusiasm of scientific research and innovation, strengthening links between universities and government, vigorously promoting the construction of science and technology intermediary organization, and actively introducing high -level talents.
