摘 要:英国的出租车行业管制一般被认为是成功的典型,这得益于其比较健全的法律制度。互联网技术在出租车行业大规模应用后,英国多个机构发布专题研究报告,提出的一些改革建议已付诸立法实践,其改革方向是倡导价值整合,建立单一法律框架下的双轨制雇佣车服务体系。面对我国当前的专车与出租车之争,建议借鉴英国经验,划清二者界限,实现错位发展。British taxi industry regulation is generally considered to be a typical success, which is due to its relatively sound legal system. After a large scale application of Internet technology in the taxi industry, some of the reform proposals put forward in a special research report issued by multiple agencies in the United Kingdom have been put into legal practice, in which the reform direction is to advocate value integration to establish a dual track employment service system under the framework of a single law. In face of our current dispute between special car and taxi, the paper suggests to follow Britain's to distinguish two boundaries to achieve dislocation development.
