摘　　要：随着人们环保意识和生活水平的提高,垃圾处理设施在选址和运行管理中产生的社会冲突和邻避现象日益突出,并成为了垃圾处理事业发展的绊脚石。建立垃圾处理的环境补偿机制,对处理设施造成的影响和损失进行补偿,可以一定程度上促进环境公平和环境正义,减少垃圾处理方面的环境冲突。为缓解垃圾处理设施选址和运行管理的困境,妥善处理好垃圾处理设施运营单位与周边居民的关系,对垃圾处理环境补偿机制的理论和实践进行研究,探讨环境补偿机制的基本内容,并提出建立垃圾处理环境补偿机制的建议。With the improvement of the life level and environment awareness of the citizen, the social conflict and the NIMBY （ not - in - my - backyard） become more and more obvious in site selection and plant operation of waste treatment facilities. It has become the obstacle of the development of waste treatment facilities and a big potential risk of social stability. Establishing environmental compensation mechanism about waste treatment and giving certain compensation to the residents who are influenced by the facilities can promote environmental equity and environmental justice to some extent, and reduce environmental conflicts about waste disposal. In order to alleviate dilemmas in site selection and plant operation of waste treatment facilities, and properly deal with the relationship between the facilities operation departments and the surrounding residents, the theory and practice of waste treatment environmental compensation mechanism is studied in this paper, the substance of waste treatment environmental compensation mechanism is discussed, and measures to further complete the waste treatment environmental compensation mechanism is proposed.
