摘　　要：在Tapio脱钩弹性的基础上引入工业废水排放量和工业耗水量2个中间变量,把脱钩弹性系数分解为结构效应、技术效应和规模效应,以工业废水排放量作为水环境压力指标,分析1991—2013年我国水环境压力与经济增长的脱钩关系。研究结果表明,脱钩弹性的技术效应和规模效应变化幅度较大,呈现出扩张负脱钩—弱脱钩—强脱钩的趋势;结构效应和综合脱钩弹性系数的变化方向基本一致,大致都呈现出强脱钩—弱脱钩—强脱钩的趋势。通过建立计量模型,以工业污染治理废水完成投资额作为环境规制指标,分析各分解效应对环境规制政策的影响程度,发现技术效应对环境规制影响不显著,结构效应和规模效应影响显著。On the basis of the Tapio decoupling elasticity,the paper introduces industrial waste water emissions and industrial water consumption as two intermediate variables,and breaks down the Tapio decoupling elasticity into structural effects,technical effects and scale effects. The paper takes the wast water emission as the indicator of water pressure on the environment,and analyzes the relationship between water environmental pressures and economic growth from 1991 to 2013.The results show that the T scale effects have a great fluctuation,showing a trend of negative expansion decoupling- weak decoupling- strong decoupling,The direction of the change of structural effects and the comprehensive decoupling elasticity is consistent,showing a trend of strong decoupling- weak decoupling- strong decoupling. By establishing econometric model,the paper takes completed investment to industrial pollution waste water as the environmental regulation index,analyzes three decomposition influences of the environmental regulation,and concludes that the technical effects are not significant while the structural effects and the scale effects are significant.
