摘　　要：[目的/意义]作为21世纪中国新的发展战略和新布局,"丝绸之路经济带"建设面临的突出问题之一就是如何处理好多元文化的关系。[方法/过程]通过文献分析和个案研究初步探索应对这一文化挑战的有效方法。[结论/结果]认为社会文化情报可发挥一定的支援作用,帮助实现经济建设与反恐安全环境构建中的决策优化。各级决策层在制定具体的发展策略时,必须要考虑到各国、各地宗教及社会文化的差别,以文化主位视角最大限度地赢得当地政府和民众的支持。[ Purpose/Significance] As China＇ s new development strategy in the 21st century, the Silk Road Economic Belt （One Belt） construction is confronted with a prominent problem of how to handle relationships among different cultures. [ Method/Processl] Through literature analysis and case study, this thesis tentatively explores an effective way to meet this cultural challenge. [ Result/Conclusion ] It holds the view that social-cultural intelligence could effectively to some extent support the decision-makings in economic construction and anti-terrorism. The decision-makers have to take an emic approach to deal with the religious and social-cultural differences when develo- ping tactics to gain support from the local governments and people at the utmost.
