全面深化改革背景下省级农科院管理服务系统优化对策探讨

摘　　要：文章针对全面深化改革背景下省级农科院公益一类事业单位的定性、定位,研究探索了新形势下省级农科院在职责任务、服务规范和资源配置方式等方面的功能定位,剖析了管理服务系统存在的老问题和出现的新情况,并提出了调整优化管理服务岗位结构设置与功能定位、构建高于部门职能分类的"3+1"型管理服务协调系统,以及建立一支精干高效、专业规范的管理服务人才队伍等建议。Upon the nature and position of public welfare of provincial academy of agricultural sciences under the background of overall deepening reform, its duties, service standards and resource allocation were explored. The existing old problems and new arisen situations in management and service system were also analyzed. Suggestions were put forward, i.e., adjusting and optimizing setting of management and service post and definition of their functions, constructing ＂3 plus 1＂ management and service adjust system which is prior to other departments, and building a effective, specialty and standardized management and service personnel.
