摘　　要：对油田开发管理绩效进行科学评价有助于各油田提高管理决策水平,实现油田持续发展。构建的油田开发管理绩效的评价指标体系包含产量完成率、储量替代率、开发成本、产能建设达标率、新区达产率、自然递减率、含水上升率和油水井利用率等8个具体指标,分别反映了油田开发管理的关键成果、生产持续性绩效和过程控制绩效,能够较为全面、客观地反映油田开发生产管理绩效。基于理论与应用基础成熟、机理互补、评价客观全面等原则,提出了综合指数法、主成分分析和数据包络分析等3种油田开发管理绩效单一评价模型,并对其进行组合,构建模糊Borda模型以实现单一评价模型结论的一致化,同时给出各模型的具体评价步骤。对某石油集团公司下属的11家油田的开发管理绩效进行评价实证,验证了上述指标体系与模型的可行性,为油田开发管理绩效评价提供了思路与方法。Scientific evaluation of the development management performance is helpful for oilfields to improve decision-making level and achieve sustainable development goals.Evaluation index system consists of eight indexes, i.e., production completion rate, reserve replacement ratio, development cost, achievement rate of pro- ductivity construction,achievement rate of production in new area,natural decline rate ,increase rate of wa- ter cut, and utilization rate of oil and water wells ,which reflects key achievements, production sustainability and process control three aspects of the oilfield development management performance respectively.Consider- ing the principles such as mature theory and application basic,complementary mechanism,objective and comprehensive appraisement,the comprehensive index,principal component analysis and DEA models were constructed for evaluating oilfield development management performance.Based on the three single evaluation models ,a fuzzy Borda combination model was constructed to realize the consistency of evaluation conclu- sions.Meanwhile,all concrete steps of the evaluation models were given.The empirical evaluation of the de- velopment management performance of eleven oilfields belonging to a petroleum group verifies the feasibility of the index system and models ,which provides ideas and methods for the evaluation of the oilfield de- velopment management performance.
