摘　　要：改革开放以来特别是"十二五"时期,我国社会保障制度的快速发展不仅对经济社会协调发展发挥了不可替代的作用,而且奠定了全民共享改革发展成果的重要制度基础。展望"十三五",社会保障制度的公平可持续发展还面临着如何实现社会各阶层更加公平享有社会保障资源以及如何提高社会保险制度可持续性等诸多挑战。解决这些问题的关键是不断完善社会保障制度体系,首要任务是提高社会保障制度的公平性和可持续性,重要举措是着力建设公平可持续的养老保障制度体系,通过深化医疗保险改革推动"健康中国"建设,更好地发挥社会救助制度反贫困的兜底功能等。Since the Reform and Opening-up, especially the Twelfth Five-Year Plan, the rapid development of our country＇s construction of social security has not only played an indispensible role in coordinating the development of economic society, but also laid an important systemic foundation for all the people to share the reform and development achievement. As for the Thirteenth Five-Year Plan, social security system＇s fair and sustainable development still faces many challenges on how to make social security resources accessible to people in all stations of life in a fairer way and how to enhance the sustainability of social insurance system. The key to the question is to unceasingly improve social security system. The most important task is to enhance the social security system＇s fairness and sustainability, constructing fair and sustainable social security system of caring for the aged, and deepening the medical insurance reform.
