项目管理视角下科研经费风险识别与防控措施研究

摘　　要：科研院所科研经费是支撑科研活动和科技创新不可缺少的重要因素之一,科研经费风险防控对于节约国家科研经费,保障科研任务顺利完成具有重要意义。介绍了科研院所承担的主要科研项目类型及科研经费来源,阐述了科研经费管理的重要意义。通过梳理项目研制流程,对风险点进行了识别。从全面执行预算管理制度、加强合格供方评审和动态管理、规范采购过程与加强风险控制、加强入所验收和入库规范管理、加强会议接待费等规范管理、强化风险管理意识、建立健全科研管理相关制度、完善单位内部监管与审计制度等方面研究了防控措施,并对科研经费管理流程进行了优化和再造。最后,从降低经费成本、加强质量保证和提高经费使用效益方面分析了初步运行成效。Scientific research funds of scientific research institutes is indispensable important factor support scientific re- search activities and science and technology innovation, risk prevention and control of scientific research funds for the con- servation of national research funding ~ security research tasks successfully completed has important significance. In this paper, the types and sources of scientific research funds of scientific research institutes are introduced, and the important significance of the management of scientific research funds is expounded. ？ By combing the project research process, the risk points were identified. From the full implementation of the budget management system, strengthen the qualified sup- plier evaluation and dynamic management, standardize the procurement process and strengthen risk control, strengthen the inspection and storage management, strengthen the conference reception fee and standardized management, strengthen risk management awareness, establish and improve the institution of scientific research management, perfect internal con- trol and audit system research and take the prevention and control measures, and research funds management process is optimized and reconstructed. Finally, the preliminary results are analyzed from the aspects of reducing the cost of funds, strenl^thening the quality assurance and improving the efficiency of the use of funds.
