民办养老机构优惠扶持政策实施评估研究——基于公平性与有效性视角

摘　　要：随着国民对养老机构的需求与日俱增,国家出台了相关优惠扶持政策推动民办养老机构的发展。作为一项公共福利政策,民办养老机构优惠扶持政策反映了国家和社会对老年福利机构发展的关注、培育和支持情况,因此对政策实施进行评估是十分必要而紧迫的。通过对政策理念、政策内容(包括金融支持、土地供给、水电气热、资金补贴等)、实施方式方法进行评估,发现当前民办养老机构优惠扶持政策的实施既缺乏公平性、也缺乏有效性,亟需我们对相关政策方案进行改革和调整。包括加强顶层设计与系统规划、改革养老机构登记管理制度推进政策公平性、明晰优惠扶持政策建设维度与方向、构建民办养老机构良性发展与有序竞争环境、厘清优惠扶持政策实施的监管职责等方面。With the increasing demand for aged care institutions,the Chinese government has promulgated the relevant preferential policies for their further development. These policies as a public welfare reflect the national and social concern over the development of the welfare institutions in China.Thus,it is necessary and urgent to evaluate the implementation of these policies. Through the evaluation of the ideas and contents that include financial support,land supply,water and power supply,and financial subsidies embodied in these policies,this research concludes that their implementation lacks fairness and efficiency,which needs urgent reform and improvement in the following aspects: the top- level design and systematic planning,the registration system,the clarification of their dimensions and orientations,the promotion of their healthy development,the construction of a good environment for orderly competition,and the clear management responsibilities.
