旅游生态补偿机制构建的博弈分析

摘　　要：旅游发展中产生的环境问题,实际是各利益相关者围绕旅游资源的开发利用进行博弈的结果。旅游生态补偿作为以经济手段为主调整损害和保护旅游生态环境主体利益关系的制度安排,对保护和提升旅游生态环境具有促进作用。基于博弈论,分析了旅游生态补偿各相关利益者的博弈过程和结果。并就旅游生态补偿机制的构建提出了加快构建奖惩结合的旅游生态补偿机制,建立旅游生态环境产权制度,引入独立的旅游生态补偿监管机制等建议。Environment issue in the development of tourism is the result of the game among various stakeholders around the development and utilization of tourism resources in fact. As a systematic arrangement through economic means to adjust the interest relationship between destroyers and protectors, tourism ecological compensation plays an active role in the protection and promotion of tourism ecological environment~ Based on the game theory, this paper analyzed the process and result of the game among various stakeholders. Some suggestions for establishing tourism ecological compensation mechanism were given, including speeding up establishing of ecological compensation mechanism of combination of rewards and punishments, developing the system of environmental property rights, and introducing independent regulatory authority of tourism ecological compensation.
