摘　　要：如何构建一套完善的绿色建筑运营保障体系,是改善绿色建筑运营效果、推动绿色建筑市场化的关键。绿色建筑运营保险体系将政府、开发商、消费者、保险公司、物业管理公司与中介服务机构等相关主体有机结合在一起,利用市场"看不见的手"解决绿色建筑运营过程中出现的诸多问题,顺应了我国建筑领域市场化改革发展的趋势。构建良性运转的绿色建筑运营保险制度,促进绿色建筑的有效运营,是一个系统工程。除了针对保险本身的特点设计其运作方式外,还需要建立和完善相关法律法规,积极发展配套技术和中介服务机构等,强制和引导绿色建筑运营保险事业的发展。Building a set of perfect operating systems is critical to improve the effect of green building operation and to promote the green building＇s marketization. The green building operation insurance system incorporates the government, developers, consumers, insurance companies, property management companies and intermediary service institutions and other relevant stakeholders. The ＂invisible hand＂ in the market can address some problems occurring in green building operating process, which complies with the trend of market-oriented reform in construction field in China. The establishment of this insurance system with benign operation as to promote the effective operation of the green construction is totally a System Engineering. Besides the operating model designed with the characteristics of this insurance itself, relevant laws and regulations should be established and im- proved as to develop supporting technology and intermediary service institutions, and constrain and guide the development of this insurance.
