政府购买公共服务背景下我国大型体育场馆开放现状分析

摘　　要：通过文献资料法、数理统计法对国家体育总局大型体育场馆开放状况进行分析。结论显示:政府购买服务背景下我国大型体育场馆免费低收费开放已经进入常态化运行模式说明在政府购买公共服务机制的作用下,大型体育场馆免费低收费开放规模是空前的,开放状态是明显的,开放效果是显著的。大型体育场馆免费低收费开放运营出现的财政赤字现象充分说明其显著的公益性特征,也为形成政府购买公共服务机制提供了前提条件。依据国家层面的文件,经过定量化分析得出,大型体育场馆免费低收费运营开放情况绩效评价系统与资金补助办法具备科学性与国家层面的权威性。大型体育场馆免费低收费开放运营模式是破解当前大型体育场馆运营管理难题的有效路径。建议:国家体育总局等相关部门应加强大型体育场馆免费低收费开放的执行与管理力度。By means of literature review, mathematical statistics and other methods to the State Sports General Administration of Sports General Administration of large stadiums free low charge opening situation analysis. The conclusion shows that： the government purchase of services in Chinab large - scale stadium hall free low charge open has entered the normal operation mode, and the role of the government to buy public service mechanism, large stadium free low charge open scale is unprecedented, open state is obvious, and the effect is remarkable. The phenomenon of the financial defieit in free low charge and open operation of large scale stadium is a full description of the public welfare characteristics, and it also provides a prerequisite for the formation of publie service mechanism. On the basis of the national level of the paper, after the quantitative analysis, the large stadium free low charge operation performance evaluation system and the fund subsidy method has the scientific and national level authority. The open operation mode of free and low charge of large scale stadium is the effective way to solve the problem of the operation management of the large stadium. Suggestions ： the State Sports General Administration and other relevant departments should strengthen the implementation and management of free and low charge of large stadiums,
