摘  要:近年来,为防控大型工程上马引发社会冲突,我国着力推进工程项目的社会稳定风险评估治理工作(简称"稳评"和"稳管")。但在实践中普遍存在"风险治理"与"风险制造"并存的困局。本研究通过对B市A垃圾焚烧厂反建事件的扎根分析,提炼出"大型工程社会稳定风险治理悖论"概念以理解这种现象,并进一步建构了包括"原生型社会稳定风险产生"、"政府社会稳定风险治理、公众应对与感知"、"社会稳定风险治理悖论形成"三个阶段在内的我国大型工程社会稳定风险治理悖论生成机理模型,指出悖论产生的根源在于风险治理四个环节的失当及其引发的公众风险感知加剧。针对于此,需从三方面予以改进以优化治理效果,防止悖论发生:(1)调整风险治理的价值定位,从"项目本位"转向"人本位";(2)完善风险治理的制度设计,通过决策开放嵌入民主;(3)加大对公众风险感知的关注,为风险治理中的国家话语与社会话语之间搭建桥梁。During recent years, in order to control and prevent social conflicts caused by the launch large-scale projects, China is focusing on the promotion of social stability risk assessment and management. However, the vicious cycle featured by the coexistence of 'risk management' and 'risk manufacturing' universally exists in practice. Through a grounded analysis of people's opposition to the Waste Incineration Plant A in City B, the paper extracts the concept of 'paradox about the social stability risk governance of large-scale projects' to understand this phenomenon, further constructs the 'generation mechanism model of paradox about the social stability risk governance of large-scale projects in China' which includes three stages, namely'the generation of primitive social stability risks', 'government management of social stability risks and public response' and'the formation of paradox about the social stability risk governance'. It is also pointed out that government sectors' improper behavior in the four links of risk management is the root cause that triggers the paradox. Therefore, stability assessment and stability management should be improved from the following three aspects. First of all, value orientation of the system should be accurately targeted and 'project orientation' needs to be switched to 'people orientation'; secondly, system design should be improved and democracy be promoted during the process of assessment and governance; thirdly, more attention should be paid to the perception of public risks, a bridge needs to be built between 'state discourse' and 'social discourse'.
