摘　　要：地方政府形象是社会公众对地方政府的一种评价,不同社会群体从自身利益考虑,往往会形成不同的评价。本文基于失地农民、网民、公众的不同视角,构建了地方政府的三类形象分层和两路传播机理(人际传播:实体形象→公众形象;网络传播:实体形象→虚拟形象→公众形象),然后通过内容分析法,实证分析了影响地方政府形象差异的五个假设。研究表明:(1)失地农民、网民和公众三个群体在利益补偿方面对地方政府形象的认知差异性较大,但在权益维护方面认同程度较高;(2)人际传播中,失地农民与公众对利益补偿的满意程度一致性认同较高,进而在利益补偿维度地方政府形象较好,在权益维护维度较差。在网络传播中,失地农民与网民对权益维护满意程度一致性认同较高,进而在权益维护维度地方政府形象较好,而在利益补偿维度较差。遵循现代治理重在修复较大差异的原则,本文针对人际传播机理中的信息扭曲问题,提出了构建"沟通—协商—反馈"机制的建议;针对网络传播机理中的信息扭曲问题,提出了"地方政府-农民-社会"多元参与的建议。ion:Based on the perspectives of land-expropriated farmers, netizens and the public, this article constructs the physical image, virtual image and public image of local government and analyzes the five hypotheses influencing the perceptions of local government image under the mechanism of interpersonal communication(physical image-public image) and network communication(virtual image–public image).The article analyzes empirically by the method of content analysis and finds: first, in terms of benefit compensation, land-expropriated farmers, netizens and the public quite differ in the cognition of local government image;however they both approve of the rights protection of local government. Second,the public and land-expropriated farmers are satisfied with material benefit compensation while not very satisfied with no-material benefit compensation. Third, in line with the principle of emphasizing the adjustments of greater differences, the article puts forward suggestion of construction of communication-negotiation- feedback concerning the problem of information distortion in interpersonal communication; and suggestion of government-farmer-society multiple participation concerning the information distortion in network communication.
