海归人员国内外科研环境差异分析及协同管理策略研究

摘　　要：通过调研发现,海归人员受自身留学国家间科研环境的差异、国内外科研环境差异的双重影响下,呈现出科研不适应的状态;主要体现在海归人员自身留学过程中不同国家在科研训练、科研导向、科研评价及科研条件保障之间的差异以及归国之后与科研管理制度、科研评价制度以及科研保障和工作环境之间的矛盾。而基于协同论视角,从推进内外部协同管理机制创新、借力产学研协同创新建立多元评价体系以及实现科技资源配置的优化和共享实现管理创新,是提升海归科技创新能力的有效途径。Through investigation and research, the paper shows that the research is not adaptive to the domestic and international research environment. The differences of research training, scientific research, scientific research evaluation and scientific research management system, and the contradiction between scientific research management system, scientific research evaluation system and work environment are mainly reflected in the research. And based on the coordination theory perspective, from promoting internal and external collaborative management mechanism innovation leveraging research collaborative innovation to establish multivariate evaluation system and realize the op- timization of the allocation of scientific and technological resources and sharing to achieve management innovation is an effective way to enhance the innovation capability of returnees.
