摘　　要：分析了规划控制森林自然灾害的机理,研究森林自然灾害防治规划系统的要素、结构、功能及规划失灵的调控手段,在此基础上,针对我国森林自然灾害防治规划存在的问题,提出面向森林自然灾害防治的规划管理方法,即完善森林自然灾害防治规划,进一步明确森林自然灾害防治内容在林业发展总体规划中的地位,加强森林自然灾害防治规划实施的政策体系建设,加强规划执行管理,推进规划评估、监测、反馈和调整,充分发挥规划在我国森林自然灾害防治中的作用。This paper analyzes the mechanism of planning control forest natural disaster, make a research on the fac- tors, structure and function of forest disaster prevention planning system, and puts forward the planning and man- agement methods as modify forest natural disaster prevention and control, the status of forest natural disaster prevention plan, further clear forest natural disaster prevention and control, strengthening the policy system construction, strengthening management, monitoring, feedback and adjustment, planning plays an important role of China＇s forest natural disaster.
