林业社会化服务体系背景下林业新型经营主体探究

摘　　要：文章从林业社会化服务体系的组织形式、供给模式、服务范围、服务对象及现有的服务系统进行系统化梳理,在此基础上分析了林业新型经营主体的主体分类、内容、职责及意义,从自我发展型的林业大户和家庭林场、政策引导型的林业合作组织、市场推动型的林业龙头企业及混合型的林业混合所有制经营主体角度分析新型林业经营主体的发展现状,并对现阶段新型林业经营主体存在的经营管理不善、林地流转不规范与林业经营贷款较难等问题,提出了进一步制定合理化政策,加大重视力度,完善林业社会化服务体系、经营及林业金融体系等政策性建议。Based on forestry organization forms, supply modes, scope of service, service object of the socialization service system and systematically the existing service system, the paper analysized the main body of forestry new op- erators to classification, content, fimctions and significance, including self development-oriented type large family and family forest farm, forestry policies to guide the forestry cooperative organization, leading enterprises of forestry of market-driven and hybrid mixed ownership forestry operators, it does the analysis of current situation of the de- velopment of new management main body of forestry and its poor management of forest land circulation and the forestry loans more difficult problems, put forward the further rationalization policy, intensify attention, improving forestry socialized service system, the management and policy suggestions.
